Description
I have a problem with importing of translation from PO file on both wp.com and wp.org. Some strings simply are not imported. I checked POT and PO files and didn't find any reason why this is happening.
It applies to both strings with and without context, comments or plural forms.
You can see this behaviour if you import sr_RS.po from trunk to translate.wp.org.

Can you give specific examples with a PO file and which strings aren't imported.
Take a look at http://translate.wordpress.org/projects/wp/dev/sr/default?filters[translated=no&filters[status]=either&sort[by]=priority&sort[how]=desc&page=21 this page]. First 9 strings are translated in PO file from trunk that I imported but translations are not imported.

On my local install all these strings are imported, but I confirmed that Clear|verb isn't imported on translate.wordpress.org. I will debug it further.

[511] fixed those strings, which I noticed.
Could you check if it works well for you? Any more missing strings?
