It works works for me and on a couple of live installtions.

Can you share PHP your version and the contents of the file? Do you get the same result if you run php -l translation-set-permissions.php?

It works with my other GlotPress installations, so that error have to be conducted from the files permissions. But I dont no why. When I check it's rihgts, them are right.
