Localize all terms on GlotPress for allow translation :)

We want use GlotPress for French WordPress? community.
We start to translate GlotPress on french, but it missing somes strings...

This patch convert hardcoded string in nice localize function. It allow also to define a lang in gp-config.php file.

This patch fixe also a typo with the name .htaccess !

Every translator speaks English. I18n makes the code unreadable and is very tedious to do. I would rather focus on other things.

GlotPress is a tool for the translators but not only.

We plan to use GlotPress to centralize the french translations of plugins and themes of the community.

So, it is about a community tool, and let us not wish to frighten the members of the community with the interface!
