"Missing tags from translation" warning is not always needed

Description

Case in point:

  • original string: '<abbr title="Universal Resource Locator">URL</abbr>'.
  • translated string (fr_Fr): 'Adresse web'.

In this case, the translation is not an abbréviation, and therefore there is no reason to enclose it in the original tags.

We don't have a good way to know when tags are needed and when – not. That's why can discard any warning.
