Description

Allow users to put a bounty on having a particular project/language translated. Not everyone has the time to do the translation themselves, but they need it for their site.

This could perhaps tie into the suggested reputation system (Issue #32), only translators above a certain reputation value are eligible for bounties, to prevent people from joining to translate only for the bounties.

Translators working on random strings (Issue #31) would also have an option to include bounty strings in the mix, if they wanted to, provided they had a high enough reputation.

I prefer to keep the bounties/money out of GlotPress and translating open-source software. Small amounts of money are never a good motivation for great work.
