Refurbishment of "Untranslated" and "Waiting" views

I think GlotPress could use a refurb of views. Here are my suggestions:

• Remove the "Untranslated" view and replace it with a view showing submissions that are either untranslated or untranslated and waiting (i.e. if something's "waiting" but not yet translated, display it as a suggestion in that view, but don't display submissions that are waiting, but with current translations available). The reasoning behind this idea is to avoid having to check both the "Untranslated" and the "Waiting" view, and... see point 2. :)
• Remove the "Waiting" view and replace it with a "Improvement suggestions" view. (This is a really bad name, but the idea is to display strings that have already been translated, but have newer suggestions). Here's why: when I go to "Waiting", some things shown there already do have translations (without any indication of the fact, at least that I know of). Someone might find current translations better than new submissions, but not know whether they've already been translated (and having to check with "All translations of this original" is inconvenient), and accept a translation that's a bit worse.
