Description

Language file should be exportable by any user, logged in or not.

Doesn't really bother me either way. The URL endpoints still work even if the user is not logged in.

It's not like we have a goal of not cluttering up the UI when a user is not logged in, as GlotPress is pretty useless when you aren't. But, one thing a logged-out user may want to do is export. So, +1.

(In [685]) Show export UI for non-logged in users

The projects are all public, so it doesn't matter
if a non-logged user can export the project or not.

Also, the endpoints work anyway, so no point to
hide the UI.
