If Google Translate is not available (determined by the presence of $google_code in GP_Locale), it will show "Google Translate is not available for this language".

The Google Translate API v1 was officially deprecated on May 26, 2011; it was shut off completely on December 1, 2011. ​http://code.google.com/apis/language/translate/overview.html

I don't think this is no longer a concern.
