Allow non-validators to import translations

If non-validators could upload PO files, that would allow them to translate strings using a desktop application. The only change from validators would be that the strings would have to be marked as waiting instead of current.

This would save a lot of time and confusion when someone sees the export feature and wants to translate using Poedit or something similar.
