Fallback to original string when exporting RRC files issue

Description
When exporting Blackberry RRC files there are empty strings, not filled with the original string.

In this moment i can't reproduce the issue, i wonder if was caused by the unsync with SVN repo, or something else. anyway i've a set of files exported yesterday that have blank strings.

nevermind the previous comment. At this moment I can reproduce the issue exporting Korean, Finnish.

The problem was that there were some empty translations. The temporary fix was to reject all empty translations.
I will be away for a couple of days and then I will fix the problem in general by disallowing empty translations.

General backfilling was implemenetd, but the problem described in the previous comment wasn't fixed.
