Description
Add functionality to add a project as active. This should help normal users to know which projects to translate and which to ignore.
For example, after 3.0 was released the translation was branched. And when a random user comes, they should translate the development branch and not the 3.0 one, which is only for bug-fixing.

It makes sense to have an obsolete status, but let's think about it when we need it.

Would a priority system like the one used with originals work here? That way, old projects could be hidden without being deleted, and more important projects could show up before less important projects.
